দায়িত্ব ও প্রেক্ষাপট (Job Context and Responsibilities)
Context of the Job :
The position holder is responsible for completing Project work within the schedule time as per targets set project need. Prepare technical proposals and method statements as per task requirements. Co-ordination with the other Department that is involved in the Project Set meeting. Ensure supervision & Project progress as per work schedule.
To oversee the planning, design, and implementation of construction projects, ensuring compliance with regulations, adherence to safety and safeguarding standards, and delivery of high-quality infrastructure within budget and timelines.
Job Responsibilities :
Need Assessment:
Conduct thorough site assessments and surveys to gather essential data for construction planning and design.
Identify potential challenges or risks related to construction sites and propose mitigation measures.
Construction Planning and Design:
Collaborate with project coordinator, procurement team and stakeholders to develop construction plans, vendor selection for infrastructure of the project.
Ensure that construction plans align with Government regulations, project specifications, organizational policies and donor compliance.
Technical Drawing and Documentation:
Develop detailed technical drawings, blueprints and specifications for construction projects.
Create and maintain accurate documentation related to construction plans, materials, and project progress.
Budgeting and Cost Estimation:
· Prepare accurate budgets and cost estimates for construction.
Monitor and control construction costs, ensuring adherence to budgetary constraints.
Quality Control and Assurance:
Implement and oversee quality control processes to ensure that construction meet required standards and specifications.
Conduct regular inspections and tests to verify the quality of materials and workmanship.
Construction Management:
Manage and supervise construction teams, contractors and subcontractors.
Coordinate with different stakeholders to ensure timely and efficient delivery.
Timeline Management:
Develop and maintain construction schedules, ensuring that timelines are met.
Identify and address any delays or obstacles that may affect the project timeline.
Reporting:
Prepare regular progress reports on construction activities, including updates on milestones, challenges and solutions.
Collaborate with project coordinator to provide input for donor reporting requirements.
Policy Compliance & Safeguarding:
Enforce and promote safety & Safeguarding protocols and compliance with relevant construction safety regulations.
Conduct regular safety briefings and inspections to minimize risks on construction sites.
Advocate for the integration & upholding Core humanitarian Standard (CHS) among team & stakeholders.
Raise awareness among team & stakeholders about the importance of policy compliance of organization, government & donor and safeguarding in the context of the Rohingya response.
Safeguarding and PSEA: To meet the program's objectives for safeguarding and PSEA implementation, make sure team members are protected from any harm, abuse, neglect, harassment, and exploitation. serve as a major resource for help, direction, and knowledge on safeguarding & Child protection for developing a safe workplace. To ensure that safeguarding standards are used in every course of action, team members should practice, advocate, and embrace safeguarding policy concerns.
যোগ্যতা ও অভিজ্ঞতা
শিক্ষাগত যোগ্যতা (Education):
Bachelor/Postgraduate degree in Civil Engineering from any engineering university.
Knowledge of the local context in the Rohingya community.
Experience in working construction works at Rohingya camps.
Sensitivity to cultural and diversity issues.
At least 03 years’ work experience in a relevant role.
Fluency in relevant languages (e.g., Rohingya, English).
অভিজ্ঞতা (Experience):
- At least 3 years
- The applicants should have experience in the following business area(s): NGO, Development Agency

Technical Competencies :
Maintain open and professional relations with all the project team members, promoting a strong & respectful team spirit, ensuring effective communication, and opportunities for debriefing.
Consistently and dedicatedly monitor/assess the safety and security of the team, promptly reporting concerns or incidents to Mukti Cox’s Bazar management and liaising with other external parties as required to maintain/enhance the security environment.
Other duties as assigned by the supervisor to ensure quality implementation and contribution to Mukti Cox’s Bazar.
Strong facilitation skills, proven experience in conducting trainings/capacity building on education related issues in English and Bengali.
Demonstrated experience working in the FDMN response, humanitarian programs, and collaboration with other humanitarian actors.
Ability to communicate clearly, concisely, and persuasively, including the ability to advocate for and simplify complex education concepts.
