Access Bangladesh Foundation is a leading national NGO dedicated to building an inclusive society where persons with disabilities and marginalized people can participate equally. The organization has been working over the last 18 years to promote equity for persons with disabilities and other marginalized people in all spheres of life through education, training, employment, arts and culture, sports, legal services, health care, climate change and information and communication technology.
The organization is urgently looking for a qualified, dynamic, motivated and committed Accounts Officer to engage in the following Project:
Project Title: Disability Inclusive Disaster Risk Management in Khulna District (DiDRM CALL Programme)
Funded by: Caritas Bangladesh
Duration Initial contract till 16 November 2026, with a possibility of extension till June 2027
Project Location: Sutarkhali Union, Dacope and Moharajpur Union, Koyra of Khulna
Position Details:
Position: Accounts Officer
Employment: Contractual (Fixed-term)
Duration Initial contract till 16 November 2026, with a possibility of extension till June 2027
Posting Head Office of Access Bangladesh- A-25, Anandpur, Savar, Dhaka-1340; with a periodical field visits to project location
Reporting to Project Manager, DiDRM CALL/ Finance Manager, Access Bangladesh Foundation
Main Duties and Responsibilities
Manage all accounting and financial-related activities of the project.
Manage expenses within the approved budget.
Review the budget when necessary.
Facilitate internal and external audits of the project.
Maintain continuous coordination related to financial activities with the Finance Manager of the organization.
Ensure proper record-keeping/ accounting of the project operations.
Ensure quality reporting to donors as per requirements.
Ensure all kinds of payments to vendor(s) as well as staff salary and other expenses.
Ensure deduction of Tax and VAT as per Govt. rules.
Ensure effective and efficient utilization of the fund authorized for the purpose.
Ensure financial bookkeeping of all transactions.
Ensure proper maintenance of financial records of income, expenditure, assets & liabilities of the project.
Ensure that bills and vouchers received from different programs/individuals are in line with the agreed budget.
Verify the appropriateness of documents (bills and vouchers) and required supporting documents.
Ensure that payment through cash and cheque are done according to the financial manual.
Prepare and submit financial forecast to the donor.
Reconciliation of Bank Statement for each month.
Maintain project accounts and produce financial reports accordingly.
Coordinate with the project team to ensure proper planning and budget.
Perform any other duties as instructed by the Finance Manager or Access Bangladesh Management.
Responsible for ensuring that all stock items are procured as per procurement policy and well documented (entered into the relevant register).
Responsible for updating the fixed asset register with the assistance of project support staff and physically verifying the fixed assets as per the fixed asset register on six monthly basis.
Ensure that fixed asset items are appropriately numbered and room-wise updated and displayed.
Maintain personnel files and ensure their safety and confidentiality.
Review and consolidate leave days for all staff and advise all designated authorities on the number of allowable leave days and take necessary actions with regard to payroll calculations.
Ensure the correct process is followed so that the best personnel are hired to fill the open positions during the recruitment process for new Staff.
Orient new staff on their duties and their responsibilities.
Safeguarding
Lead implementation of safeguarding and PSEA standards across project activities and partner engagements, and report concerns through Access Bangladesh's safeguarding reporting mechanism.
Embed gender sensitive and disability inclusive approaches at every stage, in line with Access Bangladesh's Code of Conduct.
Ensure safeguarding orientation for all staff and OPD members, and maintain accessible reporting mechanisms.
Ensure all project activities apply reasonable accommodation and accessibility standards.Promote a gender-sensitive, disability-inclusive, and rights-based approach throughout all stages of project implementation.
Comply with and promote safeguarding principles, including the Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), and ensure the dignity, safety, and well-being of all participants.
Promptly report any safeguarding concerns or incidents through the appropriate organizational reporting mechanisms and support appropriate follow-up actions.
Raise safeguarding concerns through Access Bangladesh's safeguarding reporting mechanism and build community awareness of the Inclusive Complaint Feedback Mechanism (ICFM).

যোগ্যতা ও অভিজ্ঞতা
শিক্ষাগত যোগ্যতা (Education):
- Master of Commerce (MCom) in Accounting
- Master of Business Administration (MBA) in Accounting
- Bachelor of Commerce (BCom)
M. Com in accounting/MBA major in accounting/ Bachelor in Commerce
At least 3 years of experience in Finance and Accounts
Proficiency in using finance management software (TALLY)
অভিজ্ঞতা (Experience):
- At least 3 years
- The applicants should have experience in the following business area(s): NGO
অতিরিক্ত প্রয়োজন (Additional Requirements):
- Age At most 45 years
Ability to work in a team; under time pressure; and long office hour when needed
Have the ability to analyze complex problems, evaluate alternatives and implement
Have skills in creative recommendations, organizing work, setting priorities, meeting deadlines, and completing assignments with minimal supervision;
Have excellent knowledge of MS Office;
Excellent language skills in both English and Bengali;
Honesty and high level of integrity;
Need to be highly motivated and committed to Access Bangladesh's vision and mission.
